최근 한중(韓中) 간 분위기가 심상치가 않습니다. 몇 해 전만 하더라도 한중 수교(修交) 이래 사이가 이렇게 좋았던 적이 없다고 떠들썩하더니, 근래 와서는 이렇게 나쁜 적도 없다는 정반대의 말만 늘어놓습니다. 이는 고고도(高高度)미사일방어체계 즉 사드(THAAD)의 한반도 배치 문제로 인한 것인데, 사드에는 엑스밴드레이더(X-band radar)라고 하는 커버력 좋은 탐지장비가 장착돼 있습니다. 한반도에 배치될 경우 북한군뿐 아니라 중·러 동부 일부지역까지 탐지가 가능하기 때문에 자국의 전략자산인 군사시설과 탄도미사일 기지 등의 노출을 우려하는 중·러의 강한 반발이 이어지고 있습니다. 한국 입장에서는, 아·태지역 미사일 방어(MD·missile defense) 체제 완성이라는 큰 그림을 그리며 사드 배치를 압박(壓迫)하는 미국과 그렇게 하지 말라는 중국 사이에 끼어서 군사·경제·외교 등 전방위적인 겁박(劫迫)을 받으며 양자택일(兩者擇一)을 강요받는 형국입니다. 따지고 보면 우리의 배다른 이복형제인 북한의 끊임없는 서울 불바다 위협 및 핵도발로 인해 언젠가는 우리의 미흡한 미사일 방어체계를 손보긴 해야 할 운명입니다. 방어 없이 무차별 공격 일변도(一邊倒)의 북한식 막가파 전략으로 우리의 총체적 군사전략이 바뀌지 않는 이상 말이죠. 그런데 말도 많고 논란도 큰 '사드'가 직접적으로 우리의 안위에 얼마나 큰 도움을 줄 것인지에 대해서는 사실 모르겠습니다. 판단하기가 어렵습니다. 말로만 들어봤지 사드가 북의 핵공격에 대한 대안이자 최후의 보루라고는 생각하기 어렵습니다. 실제로 우리의 안위에는 전혀 도움이 안 될 가능성도 클 것라고 예상됩니다. 그런데도 우리가 사드를 포기할 수 없는 단 하나의 이유는 우리의 최후의 보루는 사실상 '미국'이라고밖에 할 수 없기 때문입니다. 그렇다고 우리가 북을 못 이길 이유는 없다고 생각합니다. 본인은 오히려 우리가 북한군을 압도할 수 있다고 믿는 사람입니다. 우리 사회
